Regional Human resource Body and Training and Education (BKDIKLAT) of Cirebon City especialy in training and education division has obligation to empower all civil servants in Cirebon. there are several effort taken by BKDIKLAT to reach that purpose. It starts with training needs analysis, the study of training needs for apparatus, which become guide to bkdiklat people about what kind of training they should make or organize.
